Gary B. Wilcox is a Partner with Morgan, Lewis & Bockius LLP, resident in the Washington, D.C. office, and manages the firm's Tax Practice. Mr. Wilcox advises U.S. and international clients on a wide range of tax matters, including the tax aspects of mergers and acquisitions, spin-offs, formations of joint ventures and partnerships, pre- and post-acquisition integration planning in cross-border transactions, energy investments, and REIT offerings and transactions. He also represents clients in federal tax controversies and appears before the U.S. Treasury and Internal Revenue Service to seek published guidance and rulings on behalf of clients.
Mr. Wilcox rejoined Morgan Lewis in March 2004, where he was partner from 1995 to 1997, after serving for two years as Deputy Chief Counsel for the IRS. As Deputy Chief Counsel, Mr. Wilcox had primary responsibility within the IRS for the development of its positions on technical tax issues and the issuance of regulations and rulings. Prior to his government service, Mr. Wilcox served as co-leader of the Mergers and Acquisitions Tax Group in the Washington National Tax Services office of PricewaterhouseCoopers.
A frequent lecturer on corporate tax issues, Mr. Wilcox is an author of the BNA Tax Management Portfolio entitled "Corporate Acquisitions- (A), (B), and (C) Reorganizations." Mr. Wilcox received an LL.M. in Taxation from New York University in 1986, a law degree (with highest honors) from the University of Oklahoma in 1984, and a bachelor's degree in accounting (cum laude) from Texas Tech University in 1981. He is admitted to practice in the District of Columbia and Pennsylvania. Mr. Wilcox is recognized as a leading D.C. tax lawyer in Chambers USA America's Leading Business Lawyers (2005-12), is listed in Euromoney's 2007-12 Guide to World's Leading Tax Advisers, and is a Fellow of the American College of Tax Counsel.
