Robert S. Leach is an assistant regional director in the Enforcement Division of the Securities and Exchange Commission in its San Francisco Regional Office. He is a member of the Division's Asset Management Unit. He joined the SEC in March 2003.
As an assistant, Mr. Leach manages investigations into possible violations of the federal securities laws, including financial fraud and insider trading cases, stock option backdating matters, Ponzi schemes, and broker-dealer and investment-adviser matters. In addition to supervising, planning, and organizing investigations, Mr. Leach also participates in litigation brought by the SEC and administrative proceedings involving the Enforcement Division.
Before joining the SEC, Mr. Leach was an associate of Latham & Watkins LLP in its San Francisco and Los Angeles offices, where he prosecuted and defended complex civil litigation matters, including securities class actions, accountants' liability cases, and intellectual property disputes. He also served as a law clerk to United States District Judge John G. Davies in Los Angeles.
Mr. Leach earned a J.D. from UCLA School of Law and was elected a member of the Order of the Coif. He graduated from Yale University magna cum laude with a B.A. in History.
